1.采購條件
******有限公司(以下簡稱“項目單************有限公司為采購代理機構(gòu)。項目已具備采購條件,現(xiàn)對該項目進行公開競爭性談判采購。
本項目積極響應(yīng)《中共中央國務(wù)院關(guān)于開展質(zhì)量提升行動的指導(dǎo)意見》,倡導(dǎo)潛在應(yīng)答人用先進標準引領(lǐng)服務(wù)質(zhì)量提升,有效治理質(zhì)量突出問題,推動形成優(yōu)質(zhì)優(yōu)價的采購機制。
2.項目概況與采購范圍
詳見采購公告附件。
3.應(yīng)答人資格要求
3.1應(yīng)答人須滿足如下通用資格要求:
(1)本次采購要求的應(yīng)答人如為中華人民共和國境內(nèi)依法注冊的法人或其他組織,須具備承擔所應(yīng)答項目的資格條件;并在人員、設(shè)備、資金等方面具有保障如期完成采購項目的能力;應(yīng)答人如為國外供應(yīng)商應(yīng)遞交提供營業(yè)執(zhí)照或所在地登記證明材料(復(fù)印件蓋章),應(yīng)答人無印章的,提交由單位負責人簽字的所在地登記證明材料。
(2)法定代表人或單位負責人為同一人或者存在控股、管理關(guān)系的不同單位,不得參加同一標包應(yīng)答或者未劃分標包的同一采購項目應(yīng)答。
(3)取得中華人民共和國國家法律、法規(guī)、規(guī)章規(guī)定的有效許可證。取得采購文件要求的中華人民共和國國家強制認證證書。(國外供應(yīng)商如有,應(yīng)提供)
(4)應(yīng)有良好的財務(wù)狀況和商業(yè)信用。
******有限公司供應(yīng)商關(guān)系管理辦法》的規(guī)定,應(yīng)答人存在導(dǎo)致其被暫停成交資格或取消成交資格******有限公******有限公司供應(yīng)商關(guān)系管理辦法》第六十三條安全及質(zhì)量重大問題“熔斷機制”情形的,其應(yīng)答將被否決。即使應(yīng)答人在應(yīng)答截止日尚不存在上述情況,但在成交通知書到達之日前,出現(xiàn)上述情況的,采購人亦有權(quán)取消其成交資格。如國外供應(yīng)商被查詢到存在相關(guān)情形的,采購人有權(quán)取消其成交資格。
******法院、國家發(fā)展改革委、國家鐵路局等九部門聯(lián)合印發(fā)的《關(guān)******法院列為失信被執(zhí)行人。應(yīng)答人不得存在違法失信行為,不得被“信用中國”網(wǎng)站(******)列入嚴重失信主體名單。即使應(yīng)答人在開標當日未出現(xiàn)被列入失信被執(zhí)行人或嚴重失信主體名單的情形,但在成交通知書到達之日前,存在上述情形的,采購人有權(quán)取消其成交資格。如國外供應(yīng)商在上述網(wǎng)站被查詢到有相關(guān)情形的,采購人有權(quán)取消其成交資格。
(7)應(yīng)答人不得被市場監(jiān)督管理機關(guān)在國家企業(yè)信用信息公示系統(tǒng)中列入嚴重違法失信企業(yè)名單或列入經(jīng)營異常名錄信息。應(yīng)答人需同時在商務(wù)文件中提供在國家企業(yè)信用信息公示系統(tǒng)(******)查詢的,包含“營業(yè)執(zhí)照信息”、“列入嚴重違法失信企業(yè)名單(黑名單)”、“列入經(jīng)營異常名錄信息”、“行政處罰信息”、“清算信息”的查詢結(jié)果,******委員會******委員會在國家企業(yè)信用信息公示系統(tǒng)(************委員會將會對******有限公司供應(yīng)商關(guān)系管理辦法》進行相應(yīng)處理。即使應(yīng)答人在開標當日未出現(xiàn)被市場監(jiān)督管理機關(guān)列入經(jīng)營異常名錄或嚴重違法失信企業(yè)名單的情形,但在成交通知書到達之日前,存在上述情形的,采購人有權(quán)取消其成交資格。如國外供應(yīng)商被查詢到有相關(guān)情形的,采購人有權(quán)取消其成交資格。
(8)其他。
3.2應(yīng)答人須滿足如下專用資格要求:
詳見采購公告附件。
3.3除專用資格要求中明確接受聯(lián)合體應(yīng)答的項目外,不接受聯(lián)合體應(yīng)答。
3.4 如接受聯(lián)合體應(yīng)答的,應(yīng)答人還應(yīng)遵守以下規(guī)定:
(1)聯(lián)合體各方均應(yīng)滿足3.1款和3.2款的規(guī)定。
(2)聯(lián)合體各方應(yīng)按照采購文件提供的格式簽訂聯(lián)合體協(xié)議書,明確聯(lián)合體牽頭人和各方的權(quán)利義務(wù)。
(3)聯(lián)合體牽頭人代表聯(lián)合體各方負責獲取本項目的采購文件及應(yīng)答工作。
(4)由同一專業(yè)的單位組成的聯(lián)合體,按照資質(zhì)等級較低的單位確定資質(zhì)等級;不同專業(yè)分工由不同單位分別承擔的,按照各自的專業(yè)資質(zhì)確定聯(lián)合體的資質(zhì)。
(5)聯(lián)合體各方不得再以自己名義單獨或參加其他聯(lián)合體在同一標包中應(yīng)答。
3.5除專用資格要求中明確接受代理商應(yīng)答的項目外,不接受代理商應(yīng)答。
3.6本次采購不接受應(yīng)答人委托中介機構(gòu)或者中間人編制應(yīng)答文件或代行辦理應(yīng)答事宜。
3.7各應(yīng)答人應(yīng)就本次采購的全部標包應(yīng)答。
4.采購文件的獲取
4.1采購文件(電子文件)免費獲取。
4.2凡有意參加應(yīng)答者,請于2025年9月12日14: 00 -2025年9月17日24: 00(北京時間)
本項目報名采取電子郵件方式報名。凡領(lǐng)取談判采購文件的供應(yīng)商,請憑下列有效證件領(lǐng)取談判采購文件:
1)應(yīng)答人需提供營業(yè)執(zhí)照或所在地登記證明材料(復(fù)印件蓋章),應(yīng)答人無印章的,提交由單位負責人簽字的所在地登記證明材料,
2)******。報名合格后將電子版采購文件發(fā)送至應(yīng)答人郵箱。
4.3未按上述時間和方式獲取采購文件的,將無法進行后續(xù)的應(yīng)答及報價。
5.首次應(yīng)答文件的提交
5.1首次應(yīng)答文件提交的截止時間(首次應(yīng)答截止時間):2025年9月22日14:00時。
應(yīng)答文件提交時間:所有應(yīng)答文件應(yīng)當在首次應(yīng)答截止時間遞交(提交)采購人。
應(yīng)答文件提交地點:應(yīng)答人將應(yīng)答文件電子版在首次應(yīng)答截止時間之前加密提交至采購代理機構(gòu)指定郵箱:******。
應(yīng)答截止時間之前未成功提交至采購代理機構(gòu)指定郵箱的電子應(yīng)答文件,采購人不予受理。不接受郵寄方式提交應(yīng)答文件及應(yīng)答文件的修改文件;不接受未按規(guī)定加密的應(yīng)答文件及應(yīng)答文件的修改文件。電子應(yīng)答文件中應(yīng)包含可編輯及不可編輯兩種電子文檔格式文件。
5.2至應(yīng)答截止時間后10分鐘內(nèi)應(yīng)答人將解密密碼發(fā)送至采購代理機構(gòu)郵箱。采購代理機構(gòu)在監(jiān)督人員監(jiān)督下,解壓文件。
應(yīng)答截止時間前采購代理機構(gòu)將通過電子郵件告知各應(yīng)答人“microsoft teams”會議室號碼,收到通知的應(yīng)答人加入會議進行談判。
5.3未按采購公告規(guī)定的時間和方式獲取采購文件的應(yīng)答,采購人將不予受理。采購人不接受紙質(zhì)應(yīng)答文件。
6.發(fā)布公告的媒介
本次采購公告在國家電網(wǎng)新一代電子商務(wù)平臺(******)上發(fā)布。

1. procurement condition
the project construction entity is state grid smart grid research institute co., ltd. (hereinafter referred to as the "project entity"). the project funds come from the company's own capital, with a contribution ratio of 100%, and the funding source has been secured. the procuring entity is china electric power research institute co., ltd. (state grid smart grid research institute co., ltd.), which has entrusted tianheng bidding co., ltd. as the procurement agency. the project is now ready for procurement, and a public competitive negotiation procurement process is being conducted.
this project actively responds to the guiding opinions of the central committee of the communist party of china and the state council on carrying out quality improvement actions, advocates potential respondents to lead the improvement of service quality with advanced standards, effectively address outstanding quality problems, and promote the formation of a high-quality and affordable procurement mechanism.

qualification requirements for the bidder
3.1the bidder shall meet the following general requirement:
(1)this procurement requires thebidderto be a legal person or other organization lawfully registered in the people's republic of china(expect for foreign bidders), and must have the qualifications to undertake the project answered; and in terms of personnel, equipment, funds, etc., we have the ability to ensure the timely completion of procurement projects; the bidder needs to provide business license or local registration evidentiary materials (seal of copy). if the foreign bidder has no seal, it shall provide local registration evidentiary materials with organization leader’s signature.
(2)the legal representative or the person in charge of the unit is the same person or different units that have a holding and management relationship, and may not participate in the same tender package response or the same procurement project response that has not divided the tender package.
(3) obtain valid licenses as stipulated by national laws, regulations and rules. obtain the compulsory national certificate of recognition required by the procurement documents.(if any)
(4) the bidder shall have a good financial position and business credit.
(5) according to the provisions of the "state grid company limited supplier relationship management measures", the bidder has led to the suspension of its transaction qualification or cancellation of the transaction qualification of the bad behavior and within the processing period, the respondent in the first response deadline to the date of arrival of the transaction notice, any day in the "state grid co., ltd. on the treatment of bad behavior of suppliers notification" processing period shall apply to the bad behavior treatment results. or the bidder has triggered the "state grid company limited supplier relationship management measures" 63 major safety and quality issues "circuit breaker" situation, its response will be rejected. even if the respondent does not exist in the above circumstances on the response deadline, but before the arrival of thetransaction notice, the purchaser has the right to cancel its transaction qualification.
if it is found that a foreign bidder is involved in any relevant circumstances, the purchaser has the right to cancel its qualification as a successful bidder.
according to the notice on joint punishment of persons subject to enforcement for breach of trust in bidding activities jointly issued by nine departments, including the supreme people's court, the national development and reform commission, and the national railway administration (law [2016] no. 285), the bidder shall not be listed as the person subject to enforcement for breach of trust by the people's court. bidders shall not have any illegal dishonesty, and shall not be included in the list of serious dishonesty subjects on the website of credit china (******). even if the respondent does not appear to be included in the list of persons subject to enforcement of dishonesty or serious dishonesty on the day of bid opening, but before the arrival of the transaction notice, if the above circumstances exist, the purchaser has the right to cancel its transaction qualification. if a foreign bidder is found to have relevant circumstances on the above-mentioned website, the purchaser has the right to cancel its qualification as a successful bidder.
the bidder shall not be listed by the market supervision and management authority in the national enterprise credit information publicity system on the list of serious illegal and dishonest enterprises or listed in the abnormal business directory information. the bidder shall also provide in the business documents the query results of the national enterprise credit information publicity system (******), including "business license information", "listed in the list of seriously illegal and dishonest enterprises (blacklist)", "listed in the abnormal business directory information", "administrative penalty information" and "liquidation information". if the bidder does not provide the enterprise credit information publicity report, or the report provided does not conform to the format and content stipulated in the procurement documents, or the report content is found to be opposed by the review committee, the respondents' "information on abnormal operation list" and "information on the list of seriously illegal and dishonest enterprises (blacklist)" shall be subject to the results queried by the review committee on the national enterprise credit information publicity system (******). if the bidder does not provide or the enterprise credit information publicity report provided does not conform to the format and content stipulated in the procurement documents, the review committee will make an adverse evaluation of the respondent. if the bidder provides a false enterprise credit information publicity report, it shall be vetoed in accordance with the false response, and shall be dealt with accordingly according to the "measures for supplier relationship management of national household appliance network co., ltd.". even if the bidder is not included in the abnormal list of operations or the list of serious illegal and dishonest enterprises by the market supervision and management authority on the day of the opening of the bid, but before the arrival of the transaction notice, if the above circumstances exist, the purchaser has the right to cancel its transaction qualification.
if a foreign bidder is found to have relevant circumstances, the purchaser has the right to cancel its qualification as a successful bidder.
(8) others.
3.2the bidder shall meet the following specific requirement:

3.3consortium bidding is not accepted for the project, except if the specific requirement accepts it.
3.4if the consortium is accepted, thebiddershall also comply with the followingprovisions:
(1) each parties of the consortium shall meet the requirement of 3.1 and 3.2.
(2) the parties to the consortium shall sign the consortium agreement in accordance with the format provided in the procurement documents, specifying the rights and obligations of the consortium leader and the parties.
(3) the consortium leader is responsible for obtaining the procurement documents and responding to the project on behalf of the consortium parties.
(4) a consortium composed of units of the same profession shall determine the qualification level according to the unit with the lower qualification level; where the division of labor of different specialties is undertaken by different units, the qualifications of the consortium shall be determined according to their respective professional qualifications.
(5) the parties to the consortium may no longer respond in the same tender in their own name or by participating in other consortium.
3.5 agent response is not accepted except for items specifically accepted in the special qualification requirements.
3.6 it is not acceptable for the bidder to entrust an intermediary or intermediary to prepare the response documents or handle the response on behalf of the bidder in this procurement.
3.7 each bidder may respond toall of the tender package for this purchase.

5.1 bidding deadline:sep22th202514:00submission deadline of the bidding documents is the same with bidding deadline.
time of submission of response documents:all response documents shall be submitted (submitted) to the purchaser within the first response deadline.
the place of submission of the response documents:the bidder, before the initial bidding deadline, should encrypt andsubmitelectronic bidding documents to the bidding agency’s designated ******.
